Gadar 1 is easily the biggest blockbuster in terms of footfalls for Hindi Movies over the last 25 years but in terms of return of investment purely based on box office collections, Gadar 2 outshines Gadar 1 and that is where lies the biggest victory of Gadar 2.
NOTE : To bring more objectivity into the analysis, we are only taking the India Box Office Collection. Overseas and Non-Theatrical rights have been excluded since markets and prices have changed significantly over the last two decades.
Gadar was made on a budget of around 19-20 crores, way back in 2001 and the film had collected around 76 crores nett (55 crores Distributor Share) so in terms of collection to budget ratio, it was 3.8 times and in terms of share (Actual money for producers after all taxes) to budget ratio, it was 2.75 times.
Gadar 2 was made on a budget of around 80 crores and the film will eventually collect around atleast 520 crores nett (250 crores Disributor Share approx) so in terms of collection to budget ratio, it was 6.5 times and in terms of share (Actual money for producers after all taxes) to budget ratio, it was 3.12 times.

Thus, it is clear that although Gadar 2 footfalls might end at around 3.3-3.4 crores, around 30% lower than Gadar but in terms of return of investment, Gadar 2 has managed to deliver bigger profits compared to Gadar.
Few other reasons for that is the fact that Sunny Deol was one of the biggest stars in 2001 so the budget was of Gadar was high at that point whereas based on his recent box office performances, Gadar 2 has smaller budget considering 2023 market scenario.
